Cloud Computing Basics
Cloud computing delivers computing resources, such as servers, storage, and applications, over the internet rather than through on-premises infrastructure. Healthcare organizations increasingly adopt cloud solutions for electronic health records, data storage, and analytics platforms to reduce capital expenditure and improve scalability.
Service Models
Infrastructure as a Service, or IaaS, provides virtualized computing resources such as servers and storage, giving organizations control over operating systems and applications while the provider manages the underlying hardware. Platform as a Service, or PaaS, adds a development and deployment environment on top of infrastructure, useful for building custom applications. Software as a Service, or SaaS, delivers complete applications, such as a cloud-based EHR, that the organization accesses without managing underlying infrastructure or platform components.
Security Considerations
Moving protected health information to the cloud does not eliminate HIPAA obligations. Organizations must execute a business associate agreement with any cloud service provider that creates, receives, maintains, or transmits PHI, and must evaluate the provider's security controls, including encryption at rest and in transit, access controls, and incident response capabilities.
HIPAA Compliance in the Cloud
Shared responsibility models define which security obligations belong to the cloud provider versus the healthcare organization. Typically, the provider secures the underlying infrastructure, while the organization remains responsible for configuring access controls, managing user permissions, and ensuring applications built on the platform meet HIPAA requirements.
Migration Considerations
Migrating systems to the cloud requires careful planning, including data mapping, testing, downtime scheduling, and validation that migrated data remains complete and accurate. Organizations should also plan for data portability and exit strategies in case a future transition away from a given cloud provider becomes necessary.
Benefits
Cloud adoption can offer improved disaster recovery capabilities, easier scalability during volume fluctuations, reduced hardware maintenance burden, and faster deployment of new features. HIM professionals should understand these tradeoffs to participate effectively in decisions about moving health information systems to cloud environments.
