Why Measure Data Quality
Data quality is not a one-time achievement but an ongoing measurement discipline. The RHIA exam expects candidates to know the standard data quality dimensions established by AHIMA and to apply them to real scenarios involving clinical, administrative, and financial data.
Core Data Quality Dimensions
- Accuracy: Data correctly reflects the real-world event or fact, such as a diagnosis matching the physician's documentation.
- Accessibility: Data is easily obtainable by authorized users when needed.
- Comprehensiveness: All required data elements are present, with no missing fields.
- Consistency: Data values are reliable and the same across different systems or points in time.
- Currency: Data is up to date at the time of use.
- Definition: Data elements have clear meaning so all users interpret them the same way.
- Granularity: Data is collected at the appropriate level of detail.
- Precision: Data values fall within an appropriately narrow range.
- Relevancy: Data is meaningful to the process for which it is collected.
- Timeliness: Data is available within the time frame needed for decision-making.
Measurement Approaches
Organizations measure these dimensions using data quality audits, statistical sampling, automated validation rules, and error rate tracking. For example, a coding department might audit a random sample of records monthly to calculate an accuracy rate, comparing coder output against a gold-standard reviewer.
Building a Measurement Framework
A mature framework ties each dimension to a measurable metric and threshold. For instance, comprehensiveness could be measured as the percentage of records missing a required field, with a target of less than two percent. Timeliness could be measured as the average number of days between discharge and final coding.
- Select the data quality dimensions most relevant to the data set.
- Define measurable indicators and acceptable thresholds.
- Collect data through audits or automated monitoring.
- Report results to the data governance committee.
- Implement corrective action plans for deficiencies.
Exam Tip
Expect scenario questions describing a data problem, such as a field left blank on 15 percent of records, and asking you to identify which quality dimension is violated (comprehensiveness) and what corrective action to recommend. Memorizing the ten AHIMA data quality characteristics, and being able to apply them to a described scenario, is essential for RHIA success.
